The law, passed by an overwhelming 128-10 vote in the Federation Council, will pass control of forests to regional governments and is also intended to attract foreign investment into the wood-processing industries.
President Vladimir Putin said recently that duties on log exports should be raised to protect forests and promote domestic processing.
The code, which comes into force on January 1, also introduces new classifications of forests – protective, commercial and reserve.
