Groups claim the proposed loan from the Japan Bank for International Cooperation (JBIC) would increase the state’s debt burden.
The project is designed to regenerate degraded forests across 14 of the state’s forestry divisions.
JBIC says the project would not have any significant impact on the environment. However, groups believe the loan would damage the forest protection movement started by villagers across the state.
