Recommendations included intensive forest management in some areas and shorter rotation of second harvest growth, combined with further concentration on ecological values.

The capping and reduction of industrial taxes paid by companies was also proposed, with the intention of encouraging future investment from timber companies.

This was seen as removing a major source of revenue for 15 municipalities, but essential to improve economic conditions for businesses.

Another recommendation was for a plan to deal with natural disasters, such as the recent pine beetle infestation.
