WRAP (the Waste & Resources Action Programme) has appointed Phillip Ward as chief operating officer.

The position involves leading the team of directors responsible for WRAP’s programmes on waste minimisation, materials, business and procurement, and collection. The new role will include managing the delivery of WRAP’s work programmes to ensure a coherent and co-ordinated approach, and monitoring performance against the targets set out in WRAP’s new Business Plan, which will be published in March 2004.

Previously director of the Local Government Performance Unit for the Deputy Prime Minister’s Office, Mr Ward is an experienced senior civil servant. He has worked extensively in the environmental field and, as director of energy and waste policy for the DETR from 1997 to 2001, was responsible for overseeing the development of the government’s Waste Strategy 2000 policy document.
