The work, which is due to be completed in 2014, will result in a slight increase in plant capacity from 90,000m3, but will bring an as yet unspecified number of reductions in the 160 staff.
Most of the money has been earmarked for presses, sorting and joining technology.
The mill serves customers in the UK and The Netherlands.
