The 1.05% growth in the last quarter of 2012 could be a good sign for 2013, it added.
The overall volume of replacement door and windows installed in domestic properties last year was down by 2.9%, compared to 2011.
October and November were the only two consecutive months in 2012 where installations increased (+8.9% and 1.9% respectively).
The volume for the fourth quarter was only dragged down by a disappointing December (-9.2%).
January and July were the other two months registering an increase (+5.5% and 4.3% respectively).
"This industry is still suffering from the economic downturn – though we will look with interest to see whether installations pick up in January to give us all a good start to 2013," said FENSA operations director Chris Mayne.
FENSA will be publishing quarterly window and door installation figures during 2013 to allow the industry to accurately assess where the state of the market. They will be used by FENSA sister company the Glass and Glazing Federation to lobby government for support for the industry.
