Russia is to build a port in Ust-Luga near St Petersburg on the Gulf of Finland.
It will be capable of exporting 10 million metric tons of freight a day by 2010 when the capacity will increase to 35 million tons a day, according to the Russian Transport Ministry.
Construction of timber terminals will start in 2002.
