The FCA has asked UPM, Stora Enso and Mestsäliitto to comment on alleged activities between 1997 and 2004 in violation of the Finnish Act on Competition Restrictions and Article 81 of the European Community Treaty.
The companies have until May 15 to submit their response to the FCA’s draft report before the matter is potentially referred to the Finnish Market Court.
UPM said the FCA started its investigations two years ago after the company had contacted the authority.
